Brunei Methanol Company (BMC) is a leading petrochemical company in Brunei, specializing in methanol production. Operating within a highly regulated chemical manufacturing environment, BMC faces stringent requirements for operational safety, environmental compliance, and process governance. Every aspect of its operations is guided by Health, Safety, and Environmental (HSE) standards, ensuring workplace safety, regulatory adherence, and sustainable practices across all processes.

To maintain excellence and mitigate operational risks, BMC leverages operational safety and compliance management software, automating workflows for incident reporting, audit management, and regulatory compliance tracking, thereby safeguarding both its workforce and the environment.

Understanding the Core Safety Processes at BMC

Challenges

BMC’s previous method of handling JHA and PTW processes was primarily paper-driven and manually coordinated. While it had served them over the years, the growing scale and complexity of operations exposed several limitations:

Operational Delays Due to Manual Processes

Approval of permits and hazard assessments involved multiple layers of sign-offs across departments. Physical documents had to be moved or scanned manually, often causing delays in task initiation especially for time-sensitive jobs.

Inconsistent Hazard Evaluation and Documentation

Hazard assessments varied in format and depth based on the individuals preparing them. There was no unified digital model to standardize how risks were recorded, evaluated, or mitigated which lead to compliance gaps and risk oversight.

Risk Management in Diverse Work Scenarios

Different permit types came with different risk levels. Like the Hot H1 Work would be of a high probability of fire in fuel-sensitive zones. Whereas Equipment Disjointing Work would require coordination between multiple teams to isolate valves, pipes, or energy sources and missing a step could jeopardize safety across the plant. Handling these diverse conditions on paper introduced serious room for error.

Lack of Real-Time Tracking and Alerts

Supervisors had no real-time insight into the status of submitted permits or pending approvals. There were no automated notifications to escalate delays, leading to work stoppages or unsafe go-aheads.

Audit Inadequacy and Data Fragmentation

Since data was stored in paper files and scattered folders, conducting audits or internal reviews was laborious and often incomplete. This also hindered compliance reporting to regulatory bodies.

Requirement

BMC sought a robust digital transformation of its field safety and internal operational workflows. The need stemmed from the company’s dependency on physical paperwork, which made safety approvals cumbersome, error-prone, and difficult to track across departments.

Their goal was to eliminate the inefficiencies of manual systems and implement a platform that could be scalable, mobile-friendly, and adaptable for use on the shop floor, where time-critical decisions and approvals directly impact operational continuity and safety outcomes.

The Solution

To overcome these operational bottlenecks, our team developed and deployed a suite of three custom-built Canvas Apps using Microsoft Power Apps, Power Automate, and SharePoint Online. The apps were designed to streamline the end-to-end workflows for safety, compliance, and operational approvals.

Digitized Job Hazard Analysis App

This app enabled safety teams to create structured hazard assessments, calculate risk exposure using pre-configured logic, and identify necessary control measures. Approvals could be routed automatically through relevant personnel, from field officers to HSE managers and tracked in real-time.

Permit to Work App

This module provided a digital interface to initiate, validate, and approve permits depending on the nature of the job. The system captured critical details like hazard types, job location, PPE requirements, and precautions based on the selected permit type. Integrated with Power Automate, it also triggered real-time alerts and escalations. PDF versions of approved permits were auto-generated and archived for audit purposes.

Budget Reallocation App

This app streamlined financial workflows by digitizing the process of reallocating budgets between departments. It included configurable approval hierarchies, role-based access, and integration with dashboards hosted on SharePoint to ensure traceability and transparency.

The budget app offered complete visibility into fund movement and supported planning decisions with reliable data, eliminating back-and-forth and manual intervention.

Scalable and Extensible Platform

Built on Microsoft Power Platform, the solution allows BMC to scale features, introduce new workflows, or extend the apps to other operational areas in the future with minimal effort
